SDG 12 : Responsible Consumption and production

Responsible Consumption and Production (SDG 12)
12.2 Operational measures
12.2.1 - Does your university have a policy on the ethics of food and supplies procurement?
Policy Creation Year: 2023
Policy Review Year: 2023
National Formosa University (NFU) has a policy regarding the ethics of food and supplies procurement, named the "Sustainable and Social Responsibility Procurement Guidelines". The policy review year was 2023. This policy institutionalizes NFU's adherence to the spirit of Taiwan's Government Procurement Act, which encourages the procurement of environmentally friendly and socially beneficial products, directly supporting SDG 12 (Responsible Consumption and Production). The guidelines mandate a comprehensive evaluation of ethics and sustainability in procurement decisions. Specific practices include requiring suppliers to adhere to a "Supplier Code of Conduct," ensuring commitments to labor rights and anti-corruption. It also encourages procuring goods and services from organizations that employ individuals with disabilities (social enterprises). In terms of quantified performance, the university's green procurement ratio reached 96.09% in 2023 (calculated as the total amount spent on designated environmentally labeled products relative to the total procurement amount for designated items). This demonstrates a commitment to prioritizing environmentally labeled products to reduce the environmental footprint. Furthermore, NFU has a target for preferential procurement of products and services from disability welfare organizations, achieving a rate of 5.18% in 2023, which meets the Ministry of Health and Welfare's required standard of 5%. Regarding food procurement, the policy explicitly requires suppliers to provide certified agricultural products with traceability, such as TAP traceability, to ensure food safety and reduce food mileage. NFU's procurement information is publicly disclosed to ensure transparency and accountability.

12.3 Proportion of recycled waste
12.3.1 - Does your university measure the volume of waste generated and recycled? National Formosa University (NFU) measures the volume of waste generated and recycled across the campus for the period of 2024. This is managed according to formal university policies, such as the "NFU Environmental Protection Policy" (11 points) and the "NFU Guidelines for Waste Reduction and Resource Recycling Management," ensuring proper classification, storage, and disposal. This management mechanism is publicly disclosed in the Sustainability Report. The total waste generated by NFU in 2024 was 672,396.32 kg. This total comprises general waste of 665,365.82 kg and hazardous industrial waste of 7,030.5 kg. Regarding resource recycling (categorized under general waste), the total volume of recyclable materials in 2024 reached 22,050.35 kg. Major components of the recyclable waste include: waste paper (19,925.5 kg), waste iron/aluminum cans (608.8 kg), waste PET bottles (282.9 kg), and waste glass containers (1,150.5 kg). Other recyclables include food waste (135.3 kg), waste foil packs (82.3 kg), waste dry batteries (0.22 kg), and waste optical discs (0.13 kg). The volume of general waste (non-recycled) was 642,455 kg. The total hazardous industrial waste of 7,030.5 kg includes organic waste liquid C-0169 (2,085 kg), inorganic waste liquid (acid) C-0202 (1,965 kg), solid waste C-0399 (2,470 kg), inorganic waste liquid (alkali) C-0201 (425 kg), medical waste C-0599 (65.5 kg), and discarded pharmaceuticals B-0399 (20 kg). All hazardous industrial waste is entrusted to the "National Cheng Kung University Environmental Resources Research and Management Center" for disposal. NFU publicly discloses all detailed waste management data in its 2024 Sustainability Report, verifying the comprehensiveness and transparency of its measurement and tracking.
12.3.2.1 - Total volume of waste generated (tonnes): 672.39 tonnes
12.3.2.2 - Volume of waste recycled (tonnes): 22.91 tonnes

The total volume of waste generated by National Formosa University (NFU) in 2024 (12.3.2.1) was 672.39632 tonnes. This figure is the sum of general waste (665,365.82 kg, or approximately 665.366 tonnes) and hazardous industrial waste (7,030.5 kg, or approximately 7.0305 tonnes). Waste management has been identified as one of the University's nine major topics for 2024. Regarding waste recycling (12.3.2.2), the total volume recycled by the University in 2024 reached 22.91082 tonnes. This recycling volume originates from various recyclable general waste items, including waste paper (19,925.5 kg), waste iron/aluminum cans (608.8 kg), waste PET bottles (282.9 kg), waste glass containers (1,150.5 kg), and food waste (135.3 kg). NFU implements a "no waste on the ground" policy and conducts secondary sorting, guided by the "Guidelines for Waste Reduction and Resource Recycling Management". The volume of waste sent to landfill or incineration (12.3.2.3) mainly consists of non-recyclable general garbage (642.455 tonnes, or 642,455 kg), which is handled by contracted waste management vendors. The generated hazardous industrial waste (7,030.5 kg) is regularly transported to temporary storage facilities and appropriately disposed of by the "National Cheng Kung University Environmental Resources Research and Management Center," a joint disposal system subsidized by the Ministry of Education. NFU also promotes the reuse of second-hand items; for example, during the 113th academic year, a used book exchange resulted in 339 books being claimed. Furthermore, second-hand goods sold through charitable bazaars generated NT$22,203 in donations, aligning with the principles of source reduction and resource reuse.

12.4 Publication of sustainability report

12.4.1 - Does your university publish a sustainability report? Yes, National Formosa University (NFU) has published a sustainability report. The current edition is the 2024 Sustainability Report, marking the 3rd report published by the University and the 2nd consecutive year of issuance. The report was drafted referencing the GRI Standards 2021 edition published by the Global Reporting Initiative (GRI). It also addresses the United Nations Sustainable Development Goals (SDGs) and the guidelines/practices of the Task Force on Climate-related Financial Disclosures (TCFD). The report's disclosure period covers August 1, 2023, to July 31, 2024, or January 1, 2024, to December 31, 2024. It is planned for annual publication. To ensure disclosure quality, the 2024 Sustainability Report was entrusted to a professional international certification company for verification against the AA1000 AS Assurance Standard (v3) and received a moderate assurance level. The assurance scope covered all operational performance from January 1, 2024, to December 31, 2024. The NFU Committee for the Promotion of Sustainable Development and Social Responsibility convened 1 meeting in 2024 to review and approve the report. This report received recognition in 2025, including the Silver Award in the Sustainability Report category at the 2024 Taiwan Sustainable University Awards.
