3.3 Collaborations and health services
3.3.1 - Does your university have collaborations with local, national, or global health institutions to improve health and well-being outcomes? National Formosa University (NFU) actively collaborates with health institutions at all levels, demonstrating concrete actions with quantified data to improve health and well-being outcomes.

Local Level: NFU signed a 5-year Memorandum of Understanding (MOU) for collaborative research with the National Taiwan University Hospital Yunlin Branch, effective July 13, 2022. This collaboration aims to jointly advance clinical innovation and basic medical research, with both parties annually allocating equal funds to support various research projects. A single project can receive up to NT$400,000 in funding, and the principal investigator is required to publish at least one research outcome in an SCI/SCIE/SSCI journal within one year after the project concludes. NFU also signed an academic cooperation agreement with the Dadeson Medical Foundation Chia-Yi Christian Hospital to conduct research on "Predicting Periapical Lesion Diagnosis from Dental Images Using Machine Learning Models," with a total subsidy of NT$399,700. Furthermore, NFU received government awards or certifications for workplace health promotion activities 3 times during the 2019, 2021, and 2023 academic years, actively promoting faculty and staff health.
National Level: NFU received a subsidy of NT$270,000 from the Ministry of Education (MOE) for the "University and College Promotion of Health Promotion School Project" (running from Jan 1 to Dec 31, 2024). NFU also received an MOE subsidy of NT$80,000 (total budget NT$895,000) to execute the "Campus Mental Health Promotion Project" (running from Jan 1 to Dec 31, 2024). The university was approved by the National Science and Technology Council (NSTC) for a grant of NT$1,037,000 to conduct research related to the psychological health benefits and leisure satisfaction of the public post-COVID-19. Additionally, NFU received an MOE subsidy of NT$200,000 (total budget NT$268,830) for the "Refinement Project for Safety and Health Facilities in Laboratories (Practical Sites)" to enhance campus public health and safety.
Global Level: Through international academic exchange and research, NFU collaborates with top technological universities and research institutions in the United States, Germany, Japan, and other countries in the fields of biomechanics, medical materials, and rehabilitation engineering. The university is dedicated to introducing and improving advanced rehabilitation technologies, such as exoskeleton robots, and participates in international medical device exhibitions to promote global health technology development. NFU leverages these local, national, and global collaborations to convert its technological strengths into solutions that improve human health and well-being.
3.3.2 - Does your university provide outreach programmes and projects (which may include student volunteering) in the local community to improve or promote health and well-being outcomes relating to disease eradication, lifestyle and hygiene, sport, mental health and well-being? National Formosa University actively executes multiple outreach services (2023–2024) to improve or promote health and well-being outcomes for the local community and specific vulnerable groups.
For Community Health and Sport Promotion, NFU's flagship "Promoting Healthy Yunlin" initiative includes the "Smart Health Promotion and Chronic Disease Prevention Project". In 2023, this project involved interdisciplinary faculty and student teams collaborating with local communities to organize over 30 health lectures covering hypertension prevention, diabetes-friendly nutrition, and physical activity, directly benefiting over 2,000 residents. Furthermore, the NFU Physical Education Office organized 50 yoga series courses under the "Sport i Taiwan 2.0 Project", with actual total participation reaching 3,222 person-times (an execution rate of 161.10%). Post-course statistics showed that 97.5% of participants felt physically relaxed, and 100% highly anticipated continuing the courses.
For Vulnerable Elderly Populations, NFU leads the "Technology and Care Support Project for Local Healthy Aging" USR initiative. Engineering students developed and installed smart home sensors to monitor falls and prolonged inactivity in the homes of isolated elderly individuals. Additionally, student volunteers regularly provide companionship and health visits, deliver nutritional meals, and offer basic personal hygiene education in cooperation with local organizations.
For the New Immigrant/Migrant Community, NFU launched the "New Immigrant Health and Cultural Integration Project" in 2023. Faculty, staff, and bilingual student volunteers co-hosted bilingual health workshops covering key topics such as Taiwan's National Health Insurance system, family planning resources, and maternal/child nutrition.
3.3.3 - Does your university share sporting facilities with the local community (e.g., local schools or general public)? National Formosa University actively shares its sporting facilities with the local community, including local schools and the general public, supported by formal public documentation.
Shared Facilities and Accessibility: The university's sporting facilities, including the Jingguo Gymnasium (featuring courts, a table tennis room, weight training room, fitness classroom), swimming pool, track and field, soccer field, tennis courts, basketball courts, and volleyball courts, are available for application and use by outside institutions, groups, and the general public.
  • Affordability: General community members pay a single-entry fee for the gymnasium facilities (NT$50 on weekdays, NT$100 on weekends), and NT$60 for a single entry to the swimming pool.
  • Disadvantaged Groups: NFU provides free use of some facilities for vulnerable groups. For example, NFU students and external individuals holding low-income household certificates or disability handbooks can use the swimming pool for free.
  • Opening Hours: The Jingguo Gymnasium is open to external users until 8:30 PM on weekdays during the semester.
  • Quantified Usage: In 2023, Yanki Sports Marketing Co., Ltd., rented the tennis courts for the 5-day "Grand Cup National University Tennis Ranking Tournament," with approximately 500 participants. In 2025, a private language school rented the Gymnasium for a 4-hour "Family Day" event, involving about 250 participants.
3.3.4 - Does your university provide sexual and reproductive health care services, including information and educational services, to students? National Formosa University provides explicit sexual and reproductive health care services, information, and educational services to students.
Care and Services (Free/Confidential): The Health Service Section (HSS), under the Office of Student Affairs, provides free, confidential first-line health support, including counselling on menstruation, contraception, STDs, and pregnancy. HSS offers free condom resources on campus to promote safe sexual practices. For professional external care, HSS refers students to external institutions and maintains a public list of contracted hospitals, which includes 1 obstetrics and gynecology clinic. The Student Counseling Center also offers free, confidential psychological support for related emotional issues.
Education and Information (Quantified): Sexual health topics are integrated into the curriculum and activities:
  • Curriculum: At least 3 general elective courses were offered in the Spring 2023 semester, and at least 5 related general elective courses were offered in the Fall 2024 semester. Five-year junior college students have a 2-credit, 2-hour required course in "Health and Nursing".
  • Activities: The Spring 2023 semester planned 3 sessions of "Smoking, Drug, and AIDS Prevention" lectures, providing faculty, staff, and students with a total of 4 hours of health learning.
  • Pregnancy Support: The university approved the "NFU Guidelines for Maintaining the Educational Rights and Providing Assistance to Pregnant Students" on December 31, 2024, and established a dedicated Pregnancy Care Hotline (05-6315725).

3.3.5 - Does your university provide mental health support to students? National Formosa University provides comprehensive and free mental health support to all enrolled students through the Student Counseling Center. The service is governed by the MOE's three-tier student mental health prevention plan.
Services and Funding: Individual counseling services are free of charge. The 2024 Campus Mental Health Promotion Project had a total budget of NT$895,000.
Prevention and Curriculum: NFU actively integrates mental health topics into general education courses. For example, courses like "Psychology and Life" and "Life Education" were offered during the 2023 and 2024 academic years.
Crisis Management and External Network: The university maintains a 24-hour emergency crisis response system. The Counseling Center has signed MOUs or agreements with at least 4 external professional institutions for medical consultation or counseling resources. This network includes two psychiatric hospitals (NTU Hospital Yunlin Branch), two psychiatric clinics, and one psychological counseling center. All service policies, procedures, and external partner lists are publicly available.
3.3.6 - Does your university have a 'smoke-free' policy? Yes, National Formosa University has a clear "Smoke-Free Campus Implementation Measures", last revised on May 2, 2023. The policy explicitly enforces a complete ban on smoking, sale, and provision of tobacco products (including e-cigarettes) within the campus, and there are no designated smoking areas.
Enforcement and Quantified Measures: The university conducts campus smoke patrols at least twice a week and operates a smoking violation hotline (0932-969-994). Students caught violating the policy must undergo 2 to 4 hours of smoking cessation education.
Cessation Support: The Health Service Section organizes campus smoking cessation classes annually. The 2024 program consisted of 4 sessions, with each session limited to 20 participants (15 students and 5 employees). Successful completers received a NT$200 gift voucher reward.
3.3.7 - Does your university provide mental health support to employees? National Formosa University provides mental health support services to all employees (including faculty and staff) through the 2024 Employee Assistance Program (EAP).
Services: NFU employs 1 external psychological counselor to provide on-site services, offering free individual consultations to employees twice a month.
Promotion and Health Services: The EAP provides referral information for external resources, such as the Life Line Association (1995 hotline) and community psychological health centers. NFU organizes regular health check-ups for employees annually, and specifically arranges special health check-up services for female colleagues on International Women's Day. All service information and the 2024 EAP plan are publicly disclosed via the Personnel Office website.
